"Guangdong-Hong Kong Health Code Sharing" Survey by Liberal Party:
60% of Respondents with Home Visit Permit and Smartphones
Hope for Progressive or Complete Border Crossing Reopening;
80% Support Sharing System Launch,
among them 70% Support Inclusion of Check-in Tracking Function
(Hong Kong, 28 October 2020) Covid-19 has been under control in Mainland China and Hong Kong with only sporadic cases reported recently, but before the launch of effective vaccines, citizens have to adapt to the new normal of "coexisting with the disease" and gradually resume social and economic activities. There have been frequent exchanges between Mainland China and Hong Kong. The implementation of the "Guangdong-Hong Kong Health Code" will help the society to resume normal cross-border personnel exchanges and economic activities. The Liberal Party conducted a questionnaire survey on Guangdong-Hong Kong Health Code Sharing from 16 to 26 October. Today on 28 October, Liberal Party Leader Felix Chung Kwok-pan, Chairman Tommy Cheung Yu-yan, Vice-chairman Peter Shiu Ka-fai, member of the National Committee of the Chinese People's Political Consultative Conference Frankie Yick Chi-ming and Hong Kong Deputy to the National People's Congress Nick Chan Hiu-fung jointly announced the results and advocated relevant proposals to the government.
The Liberal Party randomly interviewed over 4,000 respondents aged over 18 by telephone. Among the respondents who have a valid Home Visit Travel Permit for Hong Kong and Macau residents and one or more smartphones that can be installed with Apps, 60% hope for the progressive or complete reopening of border crossing (See Table 1), showing that the public is eagerly expecting border crossing reopening as soon as possible to resume exchanges between the two places and other economic and livelihood activities.
Table 1: Considering the current condition of the pandemic in Mainland China and Hong Kong, do you agree that the Chinese and Hong Kong governments should reopen border crossing to allow for the exchange of residents in the two places? | Disagree | Agree to progressive reopening | Agree to complete reopening | Total
No. of Respondents | % | No. of Respondents | % | No. of Respondents | % | No. of Respondents | %
Total | 1243 | 39.5 | 1418 | 45.1 | 485 | 15.4 | 3146 | 100 |
Remarks | Disagree: 39.5% | Agree to progressive and full reopening: 60.5% | 100.0% |
Among the responding citizens who support the reopening of border crossing, 80% support the launch of Guangdong-Hong Kong Health Code Sharing (See Table 2). Among them, 70% agree that the health code should include a check-in tracking function (See Table 3). The results show that the respondents do not mind the use of the health code for reporting purposes. They also do not mind the addition of a check-in tracking function for convenient travelling between the two places with the exemption from a 14-day quarantine after clearance. They understand that the function helps with the effective tracking of virus sources in the event of an outbreak to prevent virus spread, which is important for disease control and prevention.
Table 2: To ensure that only healthy people uninfected with the virus can cross the border, do you agree that the Chinese and Hong Kong governments should develop "Guangdong-Hong Kong Health Code Sharing" smart phone App for health reporting purposes, so that people can be exempted from the 14-day quarantine after entry? | Very much disagree | Disagree | Agree | Very much agree | Total

Table 3: For disease control and prevention as well as tracing virus sources after border crossing reopening, do you agree to the "Guangdong-Hong Kong Health Code Sharing" App’s inclusion of a check-in tracking function actively reported by travellers? That is, users have to check in every time arriving at a place (such as an attraction, a supermarket, a restaurant, etc.) (i.e. to register with a QR code) | Very much disagree | Disagree | Agree | Very much agree | No comment / hard to say | Total

Remarks | Very much disagree and disagree: 15.2% | Agree and very much agree: 70.1% | 14.7% | 100.0% |
Among the respondents who support the launch of Guangdong-Hong Kong Health Code, 60% agree that the data should be independently managed by a third-party company platform (See Table 4), showing that the public is relatively concerned about privacy issues. The Liberal Party has three recommendations for data management as follows:
The data must be stored and managed within Hong Kong’s territory to remove public misgivings
The data manager must strictly abide by current privacy regulations
Travellers’ data should be first handled by a third party representing or governing the respective industry, complying with relevant requirements of the "The Personal Data (Privacy) Ordinance", such as the Tourism Board or representative organizations of related industries such as food and beverage as well as retail. Data should be handed over to relevant authorities for follow-up only for public health safety.
Table 4: Do you agree that data collected with the "Guangdong-Hong Kong Health Code Sharing" App with the check-in tracking function to be independently managed by a third-party company platform and the data will be handed over to Chinese or Hong Kong government departments only for pandemic reporting purposes? | Very much disagree | Disagree | Agree | Very much agree | No comment / hard to say | Total

Remarks | Very much disagree and disagree: 16.6% | Agree and very much agree: 62.8% | 20.6% | 100.0% |
According to the survey results, the Liberal Party urges the government to finalize the timetable of Guangdong-Hong Kong Health Code implementation as soon as possible, so that Hong Kong people can travel between Guangdong and Hong Kong for visiting relatives, travelling and business to resume livelihood activities and revive the economy.
